I want to wear condoms to protect myself and my partner, but I can't feel as much with a condom on. How can I increase sensation?

 To increase sensation for the wearer, put a dab of water-based lubricant inside the tip of the condom before rolling it onto the penis. This will cause the head of the condom to slip around the head of the penis and provide some extra stimulation. For even more sensation, use a condom that has a lot of room or a "pouch" at the head, like the Inspiral or Pleasure Plus condoms.
Putting lube on the inside of the condom as well as on the outside also increases the condom's effectiveness, since the decreased friction means a decreased chance of breakage.
Another option for increasing the wearer's sensation is to get a condom with some interesting ribs and dots and wear it inside out (such as Beyond Seven Ribs & Dots or Kimono Type E). Make sure to put lube on the inside of the condom if you're going to do this; otherwise the sensation nubs can cause some uncomfortable friction.
